On 4 July 2017, TRR issued its Decision on Fidelity Communications Corporation’s (“FCC”) request for reconsideration, as a prescribed under Section 52 of the Telecommunications and Radiocommunications Regulation Act No.30 of 2009 (“Act”), of TRR’s Order No.2 of 2017 (Order 2) and TRR’s Final Determination Concerning FCC’s Requests For Approval Of Pricing For Several Sales Of Leased Submarine Cable Capacity.  

Order 2 contained approvals for maximum pricing for specific sales of wholesale international internet capacity on the ICN1 submarine cable between Port Vila, Vanuatu, and Suva, Fiji, and was issued pursuant to the requirements prescribed by TRR’s Order No. 1 of 2017.  TRR’s accompanying Final Determination contains the findings and analysis relied on by TRR in issuing Order 2 of 2017.

In reconsidering these matters TRR did not find sufficient reason to vary or revoke its original decisions and they continue to be in force and unchanged.

This Determination and accompanying Order No. 7 of 2017, released on 4 July 2017, on TRR’s findings relating to Fidelity Communications Corporation’s (“FCC”) second request for approval of pricing for several sales of leased submarine cable capacity, as required under Order No. 1 of 2017.  

This Second Determination was made following on from TRR’s Final Determination Concerning FCC’s Requests for Approval of Pricing for Several Leased Cable Capacity and accompanying ‘Order No. 2 of 2017, and incorporates and relies on analysis and findings in these documents in determining and approving pricing for these specific sales of capacity to Digicel and TVL on the ICN1 submarine cable.

Expert for the – Identification of Benefits and Future Strategies for the Development of Information and Communications Technology in Education and the Surrounding Local Community

 

The Government of Vanuatu (GoV) through the Telecommunications and Radiocommunications Regulator (TRR) has established a pilot project under the auspices of the universal Access Policy (UAP) to provided Information and Communications Technology (ICT) infrastructure to a number of schools and communities across the country. This infrastructure has been in place for approximately 18 months and the pilot project is coming to a conclusion. As part of this closure a review of the benefits and future strategies for the ICT is an output of the pilot program.

The TRR has recently received financing from the Australian Government’s Governance for Growth (GfG) programme to engage the services of an Expert for the – Identification of Benefits and Future Strategies for the Development of Information and Communications Technology in Education and the Surrounding Local Community.

The primary purpose of the consultancy task is to:

         I.            Evaluate and identify the benefits arising from the increased use of ICT by students, teachers and school administrators, including to the support and in the course of the educational process.

        II.            Evaluate and identify the benefits arising from the use of ICT by the surrounding local communities and businesses, including enhancing their day to day social and business activities.

      III.            Identify future strategies that can be implemented from an educational and community perspective to increase the use of ICT and improve the sustainability of the identified benefits.

      IV.            Collect, assess and report the findings of the monitoring and evaluation exercise.

 

Expressions of interest are sought from Firms, Consortia or Individuals (the Consultant) with expertise in evaluating the use of ICT within education (schools) and the community, preferably in the Pacific region. Interested and eligible Consultants must provide a response to the Terms of Reference (TOR) and strong supporting information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. from firms and CV’s of individual consultants).

The Determination was made following a two (2) week period for comment by the relevant parties on TRR’s Draft Determination on FCC’s requests for approval of pricing for specific sales to Digcel, Speedcast, TVL and Telsat of leased capacity on the ICN1 submarine cable.

This Determination is to be read in conjunction with Order No.2 of 2017 which enforces various matters in relation to TRR’s findings.

During the week of 3-7 April, 2017, the Pacific Islands Telecommunication Association held their 21st anniversary AGM on Rarotonga, Cook Islands. This milestone event which attracted more than 200 overseas attendees, was opened by the Prime Minister.

The conference theme was “Unlocking Smarter Communities in the Pacific” and addressed critical issues and challenges in the Pacific and identified ways public and private partnerships could be coordinated in order to improve the lives of the people in the region. The event was hosted by Blue Sky Cook Islands  and speakers included ITU, Kacific, O3B, ABS and ICANN.

The refreshment breaks offered time for participants to gather together to discuss other common issues, and members of the Pacific IGF planning committee took advantage of the opportunity to have a face-to-face meeting to discuss this upcoming event.
