To coincide with Pacific ICT Days 17/18 May 2017, the Telecommunications and Radiocommunications Regulator (TRR), is holding a Mobile Application Pitch Competition. This competition provides an opportunity for developers to pitch to a panel of experts their mobile application idea. The winning pitch will be funded up to VT100,000 towards the development of the application. The application to be developed must align with one (1) of the seventeen (17) Sustainable Development Goals with focus on the following five (5) goals;

o   Gender equality

o   Responsible consumption

o   Sustainable cities and communities

o   Climate action

o   Preservation of Culture

Key deadlines:

  • 31 April 2017: Registration and Pre-Selection closes
  • 10 May 2017: Submission of full entries
  • 17 May 2017: Pitch Day at Pacific ICT Days
  • 18 May 2017: Winner announced

Determinations 2017 - TRR’s Final Determination Concerning FCC’s Requests for Approval of Pricing for Several Sales of Leased Submarine Cable Capacity

This Determination and Order, released on 2 May 2017, on TRR’s findings relating to Fidelity Communications Corporation’s (“FCC”) request for approval of pricing for several sales of leased submarine cable capacity as required under Order 1 of 2017.

The Determination was made following a two (2) week period for comment by the relevant parties on TRR’s Draft Determination on FCC’s requests for approval of pricing for specific sales to Digcel, Speedcast, TVL and Telsat of leased capacity on the ICN1 submarine cable.

This Determination is to be read in conjunction with Order No.2 of 2017 which enforces various matters in relation to TRR’s findings.

Some parts of TRR’s Determination have been redacted due to the confidential and commercially sensitive nature of some of the information contained within.

Celebrating and Recognizing Consumer Rights In Vanuatu

Consumer Rights in the Digital world - “Building a world Consumer Can Trust”

More than 300 consumers in Port Vila and Efate Rural, including online participants participated on the Consumer Rights Day celebration held on the 17th of March, 2017.  Participants including Students, Youths, Women Leaders, Vanwood Mamas (women and young girls), leaders of respective Ministries and Departments, Police Officers, Representatives from Australian High Commission, Tourism officers and more others who spent whole morning learning from the panel discussions and the consumer Rights and protection speeches made  during the day.  

The day began with a parade (from the Anchor Inn) in town to the National Convention Center led by the Vanuatu Mobile Force (VMF) brass band.

During the event, all participants including the Hon Prime Minister witnessed, and listened to, a young female officer presenting her experience of administering a rural internet café in Malo Island, one of the rural community island outside Port Vila, our main town, highlighting to the audience the positive impact and benefits the internet café’ has contributed to the community.

The event has positively impacted those who have attended the event – including those that were listening on line (live stream), learning the importance of consumer protection overall and responsibilities involved.  As the outcome of the event, a concept starter document was presented to the Minister responsible on way forward actions.

A representative from the Consumer Council of Fiji was also presented to share the Fiji Consumer Council experiences and emphasis on the importance of having a consumer body and how they deal with consumer protection issues in Fiji.  This was an important element of the event that will assist a lot in the idea of setting up an advocacy body for Consumers in Vanuatu in future.

A local string band even composed a special song for the day. The Wan Smol bag Theatre Hip Hop group performed a captivating show that really attracted the crowd, with a dance that highlighted the current life style of the young consumers of the modern technology that is seen around Vanuatu in this time and age. Another interesting initiative that was put forward on that day was a Poster’s competition on the basis that will allow the youths to display the views and ideas how they felt about the Digital age that we in today.  The poster for the winner of the competition will be used across Vanuatu.

Pacific IGF (17-18 May) Update held at PITA conference

During the week of 3-7 April, 2017, the Pacific Islands Telecommunication Association held their 21st anniversary AGM on Rarotonga, Cook Islands. This milestone event which attracted more than 200 overseas attendees, was opened by the Prime Minister.

The conference theme was “Unlocking Smarter Communities in the Pacific” and addressed critical issues and challenges in the Pacific and identified ways public and private partnerships could be coordinated in order to improve the lives of the people in the region. The event was hosted by Blue Sky Cook Islands  and speakers included ITU, Kacific, O3B, ABS and ICANN.

The refreshment breaks offered time for participants to gather together to discuss other common issues, and members of the Pacific IGF planning committee took advantage of the opportunity to have a face-to-face meeting to discuss this upcoming event.

TRR releases UAP Stakeholders Update Report No.6

This Sixth Universal Access Policy (UAP) Public Update Report is intended to update Stakeholders on the status of implementation of the Government’s UAP. It builds on TRR’s Fifth UAP Update Report of 5th June 2016. The Report highlights the continued progress that has been made in respect of UAP implementation and, particularly, to building on to the secured industry commitment and cooperation in meeting the UAP requirements and the key Government objectives, to bring benefit to the people of Vanuatu; in accord with the intention of the UAP, as well as the economy of Vanuatu.

The Telecommunications and Radiocommunications Regulator (TRR) continues to appreciate, recognize and acknowledges the commitment of the Players and industry at large for the achievements presented in this Report. TRR also recognizes the valuable assistance, cooperation and support from the Australian Government through its Governance for Growth Program which has significantly contributed, through financial support, to its success via the deployment of telecommunications access into remote and underserved areas of Vanuatu; particularly on Computer Lab and Internet Community Centres (CLICC) programs. We also recognize the support of the Japanese Government through the Asia Pacific Telecommunity (APT) towards universal access and its contribution, both financially and technically, on the Tanna Geohazards pilot project.

TRR remains committed to its methodology and approach to achieving the Government’s UAP objectives by working collaboratively, cooperatively and constructively with the operators, stakeholders and other relevant parties and will continue to provide updates of all UAP developments.
