Universal Access Policy (UAP)
In accordance with Section 7 (2) (a) (i) of the Telecommunication Act requiring the Regulator to advise the Minister on Policy AND given that Section 17 that the Minister must develop UAP after consulting with the Regulator AND given that the Regulator is the Manager and Trustee of the UAP Fund as set out in Section 19, the Regulator, on the 2nd November 2011, submitted his best advice in the form of a Draft Com paper and Draft UAP.
