Role
TRBR is seeking a Consumer Affairs Officer (CAO) to lead and coordinate our regulatory consumer focused responsibilities in the Telecommunications/ICT sector and in accordance with the Telecommunications, Radiocommunications and Broadcasting Regulation Act No. 30 of 2009 as amended by Amendment 22 of 2018 (the Act). The role includes:
- Understanding of the key consumer issues in the Telecommunications and Broadcasting Sector;
- protecting consumer interests;
- promoting user and investor education and confidence;
- monitoring and maintaining records of all promotional activities;
- lead on redress of issues brought forward to TRBR’s attention and maintaining records of all consumer complaints;
- investigate, consult and understanding the status of Internet consumption in Vanuatu to support the achievement of the People’s 2030 Plan;
- understanding the overall market and competition activities in the telecommunications and Broadcasting market industry in Vanuatu;
- Assisting with Universal Access Service objectives;
In particular, the Consumer Affairs Officer will provide support in the coordination of disputes between the Telecommunications and Broadcasting operators and consumers; coordinate all TRBR projects in areas of consumer relations and protection, monitor and coordinate the implementation of the Consumer and Advertising Guidelines, and the Consumer Protection Regulation. The Consumer Affairs Officer must work cooperatively with industry, consumers and with TRBR team members across all units; including Market and Competition, Technical and Internet Governance, Legal and Corporate and the Regulator.
Required Experience and Qualifications
Applicants must have the following combination of qualifications and experience:
- A Degree in a relevant discipline, and 3 or more years of relevant Telecoms and ICT experience; or an equivalent combination of qualifications and experience;
- A sound understanding of ICT/telecom’s technologies and, particularly, how they relate to and are used by consumers in Vanuatu;
- Demonstrated knowledge and understanding of telecommunications and Broadcasting issues in the Pacific - and ideally Vanuatu;
- Strong demonstrative experience, knowledge and skills on consumer issues, particularly from a consumer protection, enforcement and compliance perspective;
- Sound project coordination and management skills;
- Proven ability to lead communication and PR programs;
- Experience in commercial roles and an understanding of the marketing and communications instruments;
- Excellent written and oral communication skills in English. French and Bislama highly desirable;
- Sound computing competence in Word, Excel, PowerPoint, MS Project.
