In March 2012, the country has seen the transfer of the telecommunications portfolio from the Ministry of Public Utilities to the Prime Minister’s Office. This has partly resulted from the Suspension Notice issued to Telecommunications and Radiocommunications Regulator in early February 2012.
The Regulator had made a decision on 8 March 2012 to require TVL and Digicel to provide information to assist the Regulator reviewing Digicel’s dominance.
Consumer Protection is particularly important in the telecommunications sector as a result of introducing competition which gives consumers service choices for the first time and rapid technological changes which characterize the sector. As a result Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) has released the Consumer Protection Guideline for the respective industry. You can also read TRBR’s response to concerns and comments received on the document during public consultation period.
On 6 February 2012, TRR had notified both TVL and Digicel under section 27(1) of the Telecommunications and Radiocommunications Regulation Act 2009 to propose the terms and conditions of a reference interconnection offer for the provision of interconnection of their telecommunications network. Both TVL and Digicel have 90 days to propose their terms and conditions.
The consultation period on the National Numbering Plan and Procedures was extended until 20th of February 2012.
